親愛的 ICA 會員:
此信是為了澄清近日網上流傳有關 ICA 管理委員會(以下簡稱「管理委員會」)治理運作及最近名譽職位重組的錯誤資訊與謠言。這些謠言毫無根據,並已對我們的會員,持分者、職員,合作夥伴及社區造成不必要的困擾。
我希望在此釐清以下幾點:
1. 最近的幹事職位重組
有指控稱最近的重組是管理委員會成員濫用權力的行為。這是完全錯誤的。所有管理委員會成員皆由 ICA 會員於年度大會中選舉產生,並獲委託設定 ICA 的發展方向及監督其運作,以確保 ICA 能履行其使命並提供服務。在管理委員會內,幹事職位(包括主席及其他職位)是由管理委員會成員於會議中按需要選舉產生,以促進運作順暢。在慈善機構中,管理委員會因應需要重組職位的情況並不罕見。此次重組完全依循 ICA 公司章程的規定進行。所有管理委員會成員均維持原位,只是名譽職位有所更動。
**2. 重組的原因
有人聲稱此次重組是針對個別成員的人身攻擊。這完全不是事實。重組的目的是集體推動組織注入新活力及領導力,以引領 ICA 未來的發展。管理委員會將繼續致力於建立一個協作與包容的環境,讓所有成員無論擔任任何名譽職位,皆能持續作出正面貢獻。
跟進行動
行動一:積極監察社交媒體
我們正積極監察ICA各大社交媒體平台,並在發現錯誤或誤導性言論時,及時回應並提供事實資料。任何違反 ICA 社交媒體政策的貼文將被刪除,濫用社交媒體的人士亦將被封鎖或移除出群組。
行動二:政策檢討
我們正在檢討並加強社交媒體政策與程序,並參考慈善委員會的指引,以更好地保障我們溝通資訊的真確性。
行動三:加強溝通
我們計劃設立新渠道,讓會員能定期親身會晤管理委員會成員,以促進更緊密的聯繫與相互了解。
服務承諾的心不變
儘管面對這些干擾,我承諾為會員服務的心依然堅定不移。我致力以專業、透明及全心奉獻的精神服務社群。堅持這份義務工作。
我對ICA持分者負責之餘,必須提醒ICA各位,對於任何誹謗性言論和材料的發布及傳播,ICA均保留採取法律行動的權利。

Dear ICA members,
I am writing to address recent misinformation and rumours circulating online regarding the governance practices of the ICA Management Committee (“MC”) and the recent reshuffle of honorary officers. These rumours are unfounded and have caused unnecessary disturbances amongst our supporters, staff, and the communities we serve.
Below are the Clarifications:
- Recent Reshuffle of Honorary Officers
It has been alleged that the recent reshuffle represents an abuse of power by certain MC members. This is categorically false. All MC members are elected by ICA members in the Annual General Meeting (AGM), and are entrusted with setting the direction and overseeing the operations of ICA to ensure it delivers its mandates and services. Within the MC, honorary officers — including the Chairperson and others — are elected by MC members during MC meetings as needed to facilitate the smooth running of operations. It is not uncommon, particularly in charities, for Management Committees to reshuffle honorary officer roles when necessary. The recent reshuffle was conducted in full compliance with the ICA Articles of Association. All MC members elected in AGM remain in place; only the honorary officer roles have changed. - Motivation for the Reshuffle
There have been suggestions that the reshuffle was motivated by personal attacks against certain members. This is completely untrue. In fact, the reshuffle was carried out with the collective aim of injecting new energy and leadership into the organisation to guide ICA’s future growth. The MC remains committed to fostering a collaborative and inclusive environment where all MC members continue to contribute positively, regardless of their specific honorary roles.
Actions Being Taken
Action 1: Active Monitoring of Social Media
We are actively monitoring ICA social media platforms and responding promptly with factual information when incorrect or misleading narratives arise. Any posts violating ICA Social Media Policy will be deleted, and individuals abusing the use of social media will be blocked or removed from ICA social media groups.
Action 2: Policy Review
We are reviewing and strengthening our Social Media Policy and procedures, drawing on guidance from the Charity Commission, to better protect the integrity of our communications.
Action 3: Enhanced communications
We plan to set up new channels to allow members to meet MC members in person on a regular basis, fostering closer connections and mutual understanding.
Our Commitment to Serve Remains Unchanged
On behalf of the MC, may I stress that our commitment to serve ICA members remains unwavering, despite these distractions. We are committed to serving our community with dedication, professionalism, and transparency.
As part of our duty to ICA and its stakeholders, I remind all stakeholders concerned that ICA reserves the right to take legal action where necessary should defamatory material be published or circulated.
As the chairman of ICA MC, I deeply appreciate your continued trust and support as we move forward together.
